Hey Jeremy. Apologies for the delay in answering. There's been an issue where only one Assignment quest could be turned in per day so if you already turned in a different Assignment quest during that day, it was not possible to turn in that one as well for some users.
It's something the engineers are investigating and they'll reimburse any missed airdrop shards.
